I've always said that there are far too many people living in a desert where there shouldn't be any people. They could be seeing a hundred, or thousand year drought. What then?
If I lived in that desert I'd be on solar and wouldn't care about if or when the power from Boulder dam shut off.

I've never understood the desire to live in the dessert. We have always preferred mountains and lush green environs. I personally think solar should be a building code requirement in desertous areas, much like earthquake building codes that exist in many of the west coast states. But then I could never understand people building expensive homes on the West end of Galveston Island either, which was NOT behind the Seawall erected after the 1900 Storm. Insurance companies loved the jacked up homeowners premiums you had to pay to build out there.
