Though in all fairness the Feds had just as big a hand in the Oroville dam project decision making as Cali have had. Both Feds and State ignored the warnings and by all accounts sugar coated the dangers to the communities down stream. The insurance companies should have raised the issue 12 years ago when the warning came out and told the communities and State they aren't going to cover flood insurance down stream from the dam, this in turn would have raised a red flag with the residents. The insurance companies have access to Independent engineers that review the dangers as they do here in Washington, we have places here insurance companies won't cover because there engineers rebuff the States assurance. A whole lot of people dropped the ball!
